If the newspaper is reduced to rubble, can a blighted Doyle Jeffries still print stories that will cause riots? Or should the blight card be discarded and another blight card drawn?

Who says he is printing vicious rumours at the Newspaper? Maybe he is wandering the streets Town Cryer style and inciting riots that way.
I don't follow what the issue is. If the newspaper is closed, that has no effecdt on Doyle Jeffeies getting pulled as a possible blight card. The Riot monsters are placed on the streets that have nothing to do with the newspaper.
The only impact is that you won't be running into Jefferies (unless he happens to be visiting another location) during encounters which means you won't be losing additional sanity/stamina for the encounter.
This is another place where mechanics trump theme. But if you want a thematic explantion, Doyle takes his typewritter home and stirs up the masses from his self-published words.

Thanks. There was some discussion earlier as whether bank loan cards would be discarded if the bank was reduced to rubble. That was part of the motivation for my question.
It's definitely a legit question and as someone already pointed out you'll nicely not have to run into him through an Arkham Encounter which will save you a sanity or stamina from encountering someone who has been blighted.

That would be a cute house rule, but there's no reason to think that the destruction of the bank would cancel a bank loan either.
Closing the Bank only prevents you from getting new Bank Loans. Any in play already are still in effect. You still have to roll during upkeep and you can still pay them off. Neither of these actions require you to be at the Bank to perform those actions.
Rubble tokens only close the location and should have little effect beyond preventing encounters at that location.
Fair enough. For the record, I realize that this is all outside the official rules (I probably should have said that from the beginning). I'm one of those players that greatly enjoys both the theme and the mechanics of the game. I don't mind introducing a house rule here and there to enhance the theme, as long as it doesn't seriously hurt the game mechanics. I respect the people who work hard to play the game the way it was "meant" to be played, but I'm mostly interested in getting feedback from people like myself who enjoy tinkering with the rules.

The bank institution will keep collecting their loan, and Doyle Jeffries will publish an inciting editorial in private about who was responsible for sabotaging local buildings.
There's your theme, reconciled with rules.
...unless they were an investment company that lent out Ninja loans and then had to go cap in hand to the government to bail them out.

The theme is supreme! At least for me. Doyle clearly incites to riot from abusing his power as editor. On the other hand, Doyle's blight is among the most fearsome of the lot. So it would feel a bit like gaming the game to put his blight back and draw another.
Tinkering: I've actually turned the blight cards into spawn monsters. So the investigators can get even!
As to the bank loan, don't worry someone will be out trying to collect it. The collector will even find the deadbeat in the Other Worlds if necessary. Talk about needing a theme adjustment.

Sorry if I misinterpreted you original post. I try to avoid houserule debates as i feel everyone paid for their game and have every right to play how they want. I (try to) answer only official ways to play as that is what I am personally interested in. I'll throw a theme suggestion out there for people who want some type of reconcilliation.
But if you feel it is better to discard items associatesd with the closed locations. By all means, have at it and have fun!
