Penton - In House Attachment

Penton is a targ locaton with the text

Response: Discard a House Targaryen attachment (cannot be saved) from a character you control to save that character from being killed or discarded from play. If you trigger this response during the epic phase, draw a card.

If my character has an event card attached as a boon attachment does this count as House Targaryen attachment (assuming the event card was house Targeryen in the first place) - i.e.

Fire and Blood View Details
Type: Event House: Targaryen
House Targaryen only.
Challenges: Choose a [Targaryen] character. That character gets +2 STR until the end of the phase. Then, attach Fire and Blood to that character (counts as a Boon attachment with the text, "Attached character gains cannot be discarded from play")
Set: TPoL
Also I assume that I cannot discard House Targaryen attachments controlled by other players (because the action is a cost) - i.e. someone may have put a Harried by Dragons on one of my characters

Events are always neutral, even when they are "House X only" (and changing the type of a card doesn't change its affiliation).

On your second part, your assumption is correct.

You can not discard an opponent-controlled attachment to trigger Pentos.

I don't think so. It's kind of becoming a standard to limit the editing of things to maintain the integrity of discussions.
