Sorry if this was asked before, if so, please point me in the right direction.

Do you need to have a neutral card as a ressource in a domain to put a card in play? Or is it that being neutral, any faction will do as long as you meet the cost?

Any faction ressource will do.

And can Neutral Cards be used as resources?

Yes they can, they just won't give any resource matches. The size of the domain still grows.
