Strategies:

Men of Gondor:

The same strategie like here: http://www.fantasyflightgames.com/edge_news.asp?eidn=4119
Only keep in mind to put a Song of Wisdome on Beregond, becouse of that your partnerdeck can attach him with a burning brand!
An I removed the Sword that was broken. I Think there is no need for, this deck is not for questing. Only support the questdeck with Faramir.

Noble Progress:

The job of the Noble Progress is to quest and to support/ heal the Gondor deck. So you have Elrond + Warden of Healing so he can heal 2hp on 2 different characters.
In the Gondor-Deck is Faramir if he is in play he can support you at questing every turn.
You can support very well the Threat and you are able to fight low enemys. Elrond is a very good blocker and Gildor is a nice allrounder but expencive. You also can Support very well with Arwen. So you send her for questing and btw give beregond or Elrond +1 Defense.

Very nice, thanks for sharing!

I feel like we need a few more cards before Gondor really is competitive, but I just played a two player game with my brother where I was mono-Leadership (Imrahil, Theodred, Boromir(HoN) and he was Tri-sphere Rohan/Gondor (Eowyn, Denethor, Beregond). It worked well against Peril in Pelargir but struggled a bit against Ithilien.

With the tournament rules out, I've been thinking of what would be the fastest decks and your Noble Progress deck seems like a good candidate. I'm just worried that everyone would run a Glorfindel/Elrond deck if they were competing…
