What are the rules of the Naval Symbol (mostly in power icon)? Do we have a PDF file on this?
Naval Symbol
They are on a sheet that comes with every pack in the current cycle. They are also appended at the end of the current FAQ (version 4.0).

during a challenge of the type that a character has a [naval]enhancement on the appropriate icon, that character's controller can, as a player action, kneel them to declare that character as either an attacker or defender (the choice does not need to have anything at all to do with whether you, as the player, are the attacker or defender of the challenge) in that challenge. This is a player action game mechanic and not a triggered effect or character ability (very important for those worried about it being cancelled)… and yes, it is on all the current inserts and in the new FAQ

You do have to be the attacker or defender to use the [Naval] enhancement. You don't have to use it to contribute characters on your respective side.
This is the major difference between [Naval] and Greatjon and is why the comparison doesn't work 100%.
