You put it into play through ambush, you can respond to draw a card.
In case Istaril's insistence on "put into play" hasn't gotten your attention to it, when using Ambush from the Plains, you don't "play" the card (so you cannot trigger any response from playing it).
It's not about 'Ambush from the plains' card, it's about the Ambush Keyword. Anyway, Company of the Cat's response is triggered when this card is put into play, so 'Ambush from the plains' triggers its response.
So, my general question, is Ambush is a card effect?
Yes, it is. And with it, the card is not "played" but "put into play".

Yes. Ambush is a card effect.
Yes. Company of the Cat's draw effect can be triggered after you put it into play with Ambush.
