Delayed and Time and Space

if an investigator cannot get delayed, does that mean that it avoids going to lost and space?

No, it just means he is not delayed. You'd go back to Arkham the next upkeep.

Am I right in assuming that "Cannot be delayed" means you still loose a turn if you have an encounter that forces you to 'loose your next turn'?

Delayed aka "stay here next turn" is different from lose your next turn.

No, that has been clarified to be identical to being delayed.

No, as Dam said, Stay here next turn is the same as delayed. Lose your next turn is not.

If Mark is is LiTaS and Missing People return is drawn he can do his next turn normal but any other investigator will come back delayed...sounds right people?
