One hero with 2 Citadel Plate Attached?

This has been discussed to death before.

From what I recall, I 'think' one of developers said look at it as having 'upgraded' version of armour rather than having 2 sets of armour. So having 2 copies of Citedal Plate means your armour is now twice the quality, not twice the quantity.
