i am not completely clear on how the action cards with the "twin weapon" attribute work… the Special is: "Nominate one of your weapons as your primary wepon. Its traits and values apply to this attack". Does this mean that twin weapon actions always do damage with both weapons?

I consider Double Strike to be the best one for all-around utility and power. Double weapon attacks are not as broken as Reckless Cleave, Troll Feller Strike, or Thunderous Blow if you're looking for sheer, insane power, but they allow you to do more than just haul off on stuff. I usually prefer to carry one weapon that can be thrown, just in case I need to hit something ranged.
Twin Pistols is not good for a Rank 1 character - it appears that you just waste an extra shot unless you get a Comet, because the entry is almost the same as a Ranged/Melee strike. This really isn't a good action card to choose until you are at least rank 2 or 3 and have trained 2 or 3 times
Double Strike (Melee), on the other hand is still very powerful, because you can get a hit with your secondary weapon simply by getting three successes.
Repeated Strikes, Two Cuts, Trail of Devastation and any of the weapon + shield actions from Omens of War are also melee actions and is more likely to cause a critical or give additional attacks.
