Card Pool Clearing/Cards entering staging area

When both players have cards in their card pool that will enter their staging area, when do the cards enter the staging area and in what order. Is it the current turn player who's cards enter the staging area first or does it occur at the same time?

Here is a scenario to better understand the question: Chun Li vs Donovan
Donovan's turn.
The new Chun Li is being used to play a foundation after the appropriate trigger has occured (2 forms completed by Donovan Player), Chun Li plays Chester's backing and it is in the card pool.
The Donovan has played Lynette's Shop into their card pool.
The Donovan Player ends their turn.

Is the Donovan player able to use Lynette's shop to copy the recently played Chester's Backing?
What would be result if the cards are reversed (chun li played Lynette's shop and Donovan played chester's backing) and Chun Li wished to copy chester's backing with the recently played Lynette's shop.

Active player clears card pool first, last in first out. Then other player. So no donovan would not be able to copy.
