When does Boost take effect? Immediately after move?

If a ship moves and ends with overlap, either an asteroid or another ship, can the ship then boost and avoid overlap?

Boost is an action. Ships take actions after their movement is completed. Overlapping something means you've completed your movement, and since that overlap means you lose your action, you would not be able to boost clear of the obstructon.
