I'm fairly new to the game and have gotten most of the concepts of this game, but from reading reviews of specific cards on other sites I am now confused on how Out-of-House cost works with Neutral faction cards.

Do I have to pay the extra 2 gold to play a Neutral card in any house deck? Or do they just cost the normal gold cost?

In the rulebook it states "You do not pay any penalty for netural cards" (paraphrased).

You only pay that penalty to play cards affiliated with a faction other than that of your house card, and technically neutral cards have no house affiliation.
