Triggering the "Finale "

Hello:

NOOB totally confused:

When is the finale triggered , when the last clue (Clue 1) is uncovered, thus revealing the story Objective or when the Objective Card itself is revealed, like some Event cards do (sometimes Clue 1 ain't found yet when this happens)?
