Triggering the "Finale "

Hello:

NOOB totally confused:

When is the finale triggered, when the last clue (Clue 1) is uncovered, thus revealing the story Objective or when the Objective Card itself is revealed, like some Event cards do (sometimes Clue 1 ain't found yet when this happens)?
