I know you can't reroll or spend focus tokens, but can you modify the dice with Marksmanship?

I don't see why not. Marksmanship is neither a reroll, nor spending a focus token, which is the only 2 things that the ability prohibits

Jedi moose is correct. Marksmanship only has a few good uses, but this is one of them.
