A DS Hoth objective has 4 damage counters on it. Can I use The Desolation fo Hoth to move all 4 damage to a LS unit with 3 damage capacity, or am I only allowed to move 3?

There's nothing that keeps you from moving all 4. The only ability that currently checks that damage assigned does not exceed remaining damage capacity is Protect. For everything else, overkill is allowed.
