If I play Iron Lore to return a 0-cost location, can my opponent cancel it with Paper Shield? Is paying 0 gold paying a gold cost for the purposes of being protected from PS?

Can't paper shield it because, even though it is 0, paying the printed cost of the location is still a gold cost for the event.
