Neutral cards have no house affiliation. That also means they are not out of house cards and they don't have an out of house gold penalty.
Therefore, Port at Slaver's Bay does not reduce the cost of neutral attachments.
The core set rule book defines how you are to treat neutral cards. I think many of us go to the FAQ first and forget the core set rules still tell you a lot of these types of rules!
Actually, while it is true that neutral cards are not considered out of house, Port at Slaver's Bay does reduce their cost. You get the reduction by 1 on any neutral or in house attachments, while the reduction by 2 is for out of house attachments.
