You'll find in the download link a deckbuilder (for Windows only) that will help you to create decks easily.
(Download the zip file, unzip it. The program is called AndroidDB.exe)
It is based on another deckbuilder I've maintained and made evolved for 5 years (AGoTDB for A Game of Thrones:

AndroidDB is a powerful tool that allows you to search any card using advanced criteria and build decks.
AndroidDB allows you to:

with multiple include and exclude choices:
- type of card (agenda, hardware, ICE, etc.)
- faction / side
- whether it provides credits, link…
- set (with chapters of the same set regrouped as one)

- cost / trash cost range (income range for plots)
- strength for ICE and Icebreakers
- agenda points…

- add and remove cards to the main deck or any additionnal deck list such as a sideboard

- define the deck details: name, author etc.

- perform some drawing tests
- export / import decks in OCTGN
Requirements
AndroidDB only works on Windows systems (either 32 or 64-bits) with the 4 .Net framework installed.
If you run Windows XP, please make sure you updated it recently.
