Timing for response vs. claim

My friends and I have been playing aGOT for almost 2 years now and we always come back to the same argument (usually at the end of the game when someone is about to win) of when does certain card effects take place. For example, when Qhorin Halfhand's effect states, "when you win a military challenge by 4 or more total strength, choose and kill a non-unique character with printed str 3 or lower" What happens first, the loser chooses who dies or does the winner get to choose someone who fits those requirements. This is suppose to be a very fun game, which it is, but we always end up at each others throats about rules ans everyone's interpration of the rules since they are not very specific. We just want some clarity on what is suppose to happen to play smoothly.
