Unless the adventure explicitly states that it can be photocopied and distributed, no, doing so is illegal, whether the adventure was free or not. Even if you didn't pay for it, it is still copying and distributing a copyright work to which you do not own or have a licence to the rights. You can actually get in trouble for doing that.
So, yea - basically, do it at your own risk, because FFG could issue a cease and desist if they notice.

Yes, that is the default position when it comes to Copyright Law. Without explicit permission from the copyright holder, you have no right to distribute.

According to Kat Ostrander, FFG does plan on releasing it as a PDF. The only question is "When?"
A lot of the speculation has been that the answer is "after GenCon" since FFG has the module listed for several of their events.
Legally there is not one available and I really hope they release it as well for everyone. My group is playing it now and it's great!
I have now run this adventure 4 times. Cant get enough of this game.
