If a card is character only (ex. Safu) can any character still use it as a block?

I can't recall the name but there is a card that lets you search opponents discard pile for a reversal, if you do this must the resources still match your character?

No if the entire card is Character only it cant be played period by anyone else.

The card in question is 01011.01111 it is a common foundation from the Dark Path. It's text does not say "...following all restrictions..." so the reversal does NOT need to match symbols with your character.

a split card, with only one side that is character only, may be played as a block, but only as the other side.

ex: an Attack/Action. the attack is character only, but the action is an enhance withouth the character preface. you may play the card as an action block, only.
