So um . . . what's a top cut?

After playing in regionals and reading the recent thread on standardizing the regionals events, I admit I'm still unclear as to what a top cut is exactly. I've been searching online, but haven't found any concrete information. Most sites just talk about determining top cut but not what happens when you get there.

So here's the question: in a 16-player tournament with a top 4 cut, do the top 4 play one game each against each other once, or is it single-elimination at that point?

As I said in another thread a "Top Cut" is an elimination tournament following the Swiss Event that acts as seeding. Think NFL playoff.

The way I've seen it happen is after a prescribed number of rounds, the top x number of players in swiss duke it out in single elimination; 1 against z, 2 against y, etc.
