Can I put into play shadow location using The House of Dreams Agenda?

Yes, provided it is both unique and in-house, as specified by the agenda. However, there are only 2 such shadow locations (The Iron Throne KL and Small Council Chamber), and both need to return to shadows to be fully used. That will remove the immunity granted by the agenda, so it's a really bad idea.
