1. Nope, just his strength.
2. In game context, paying to play a card is done by spending gold in your gold pool (or in this case, from on Tywin).
Just to supplement what stormwolf is saying, gold only counts toward dominance while it is in your gold pool. The gold on Tywin is not in your gold pool, but his ability allows you to spend it for any purpose as if it were.

right. This version of tywin just happens to be a nifty way to keep gold that would normally get discarded for taxation as, just like with not counting for dominance, the gold on him is not part of your gold pool.
