Hello i was wondering how The regional was gonna be played. Is it both joust and melee and how many rounds and so on. Plz link me to the PDF if you can.

Which regional?
The regionals do not have a "standard" format (Joust, Melee, both, etc.). The TO for each event sets the format for it, so you're going to need to contact the person running the regional(s) you want to go to in oder to find out.
Ohh im actully helping the one whos gonna run the regional championship and he asked if i could check what the format was. So if we want to run a melee and a joust or just a melee that up to us? Cuz its usally fixed when its big tournaments.

As for formats, there are two primary formats.
1) Just a joust. This is traditionally a single day event with swiss pool play. It breaks to a pre-determined number of players after rankings are decided from pool play. Generally it is a 4 - 8 player single elimination bracket after pool play to determine the winner.
2) Combined joust and melee. This is traditionally a multi-day event. The melee is usually played the first day, then joust on the second day. You calculate the winner by overall ranking. Joust does swiss pool play, melee does random pool play. Then joust breaks to a 4 - 8 player single elimination bracket. Melee tends to just seat the top 4 at a single table for the final.
I would recommend doing a joust event if this is your first time doing this. The combined event does not seem to be as popular and may frustrate the joust players who are currently the bulk of the competitive environment. You may wind up turning off some people who were expecting a melee, though. FFG has been trying to legitimize melee as a competitive format.
And in all honesty, my take is probably not the best take on this. Hopefully someone will give more insight. You may want to post this on the general discussion forum.

FFG chooses "both" for the events it runs. They always determine number of rounds after they see how many people register, though.
