Start of turn ?

Not sure on this on but I think I am correct.

It is the LS player's turn. The DS has 4 damage on Counsel of the Sith objective. The Force is with the LS.

Which happens first? LS gets to damage and then destroy Counsel of the Sith preventing a card being drawn or does the DS player get to draw a card before it is destroyed?

The question is the timing and active player privileges. When does the LS player's turn officially begin? If his turn begins, does he get the first option of doing something since he is the active player?

While this is true, it's not relevant to the question. A quick look at the timing chart shows that first the balance phase begins (=turn begins), and then the LS would get to damage a DS objective if the balance of the force is with the LS. The Reaction on Counsel triggers when the phase begins and therefore resolves before moving on to the next step, where Counsel could be destroyed with the Balance damage.

I agree with dbmeboy. DS gets to draw a card and then LS deals the damage.

The beginning of a phase is a framework event, and the drawing of a card w/CotS is a reaction, meaning it is triggered by that event. The dealing of the damage or the incrementing of the dial happen after the beginning of the phase framework (see pg 30 of the rulebook).
