Okay, so the FAQ says that "Reaction: After you refresh" happens after step three in the Refresh Phase, "Active player replaces each of his mission objectives". Step 4 is "Player Actions." Am I correctly understanding that this means that durring my refresh phase, I can not use Heavy Blaster Emplacement's ability, and then use Mobilize the Squadrons to remove a focus token from Heavy Blaster Emplacement, which would allow me to use it again that turn?

That is correct. And was also correct before the errata in the FAQ.
