If you have in play banner from the storm and you win a power challenge and you opponent cancel its response, can you activate banner from the storm another time because its in play and don´t have cost and the condition of win a power challenge its paid?

If you could trigger Responses on cards that are in play and don't have a cost as many times as you liked when their conditions were true, then winning Dominance once while you had Dragonstone Bannerman out would be an automatic win because you'd just keep activating the Response over and over until you win.
