How much gold an opponent counts if i played Heavy taxes and Burned and pillaged and he played a plot that provides 5 gold and he has a +1 gold from a location????

First, I'd like to commend you for discovering the "?" key. Well done. However, I think you'll find that one question mark is sufficient to indicate that the sentence preceeding it is, in fact, a question.

Secondly, Heavy Taxes only prevents a player from counting more than 4 gold. All factors used to determined what your gold total will be are used first : These are all the gold-coins on your plot, and all the cards with a +X or -X gold coin symbol. Some factors may modify these numbers (eg Plots like Rains of Autumn, Blockade, characters like the Sparr). If that count is greater than 4, it becomes 4 thanks to heavy taxes.

Then, when you "take gold from the treasury", you might modify that number again (say, with a Black Raven or White Raven, which could boost you to 5 or take you down to 3, respectively).

In your specific scenario, the answer is "He counts (and takes) 4g from the treasury"

What if my opponent played the plot ''Feast or Famine'' and choose to add +6 gold to his income in the plot phase?When the marshaling phase comes he will stay with his 6 gold or he will reduce his gold in 4?

The way that Heavy Taxes works is that you count up your income as normal and round down to 4 (if the result is higher than 4).

Feast or Famine's "+6 income" is just another modifier that is added into the income count. It is still subject to the "maximum of 4" effect from Heavy Taxes.

Is it subjected to the ''White Raven'' as well?

If my opponent plays ''Feast or Famine'' and have +1 gold from a location,and i have ''White Raven'' and ''Heavy Taxes'' how much gold will he takes?

While Heavy Taxes affects how much gold you count, the Ravens affect how much gold you take. He will count 4 gold (because of Heavy Taxes) and take 3 gold (because of White Raven).
