what does ''normally'' means in bound by duty? let's say a knelt character is stealthed, can he defend with bound by duty?

So no, if someone bypasses the "Bound" character with stealth, or takes away its challenge icons, or plays Fishing Net on it, you cannot defend with it could not participate in the challenge.
The way to look at it is this: Bound By Duty lets you ignore the "must be standing to be declared as a defender" requirement - but nothing else.
