I made monsters that are the AO.

If you are using them you need to use this special rule:

If at least 5 monsters with the "Great Old One" ability are lost in time and space the game is over and the investigators won.

Cthulhu was a monster in the original 1987 version of the game. I'm not a massive fan of turning the GOOs into monster (Nyarlathotep aside) It tends to cut across the whole vast, alien, unknowable cosmic horror.
