You roll 3 dice dealing one dmg and a token. Because of the wording do you do all the dmg rolled first to shields and then only one hull dmg, or will it only take one off shields same as hull? Does the weapon have to do hull dmg for the effect to take place or is the loss of a shield enough to cause the effect.

one damage or shield…and token…cancel ALL the other hits. The most you can do with an ION cannon is 1 damage or take away 1 shield.

It's not even one damage or one shield. It's just one damage. However, when a ship has shield tokens, damage results in removing those instead of dealing damage cards.
