Questions about the False Lead agenda

I usually play with Haas-Bioroid so when I first saw the False Lead agenda I was excited. However, after reviewing the card and the rules over and over a few questions came up:

1st - When can the corp forfeit the False Lead? Can it be done during a run, say before rezzing a piece of ice? For example, the runner passes the first rezzed ice and decides he won't jack out. He still has 3 clicks so he's confident that he can bypass most of the HB ices. But the next piece of ice is a Janus. Could the corp, just before rezzing the ice, decide to forfeit False Lead forcing the runner to face the Janus with just 1 extra click?

2nd - If the runner has only 1 click left, can the corp forfeit the False Lead agenda to make the runner lose that click, or is the runner is not able to lose the 2 cliks mentioned in the agenda he does not even lose one?

1. It's a paid ability, so check the rule book for the timing of paid abilities.

2. Current consensus seems to be that the runner loses either 2 clicks or none -- I haven't heard anything about an official clarification. If you have doubts, submit a rules question (link at the very bottom of this page).
