Does his abilitiy reduces the sanity loss from spells by 1? I'm thinking it does, as it isn't Magic: That Gathering, but I want to be sure.

No, it doesn't. The sanity reduction caused by spells is specifically called sanity cost . Harvey's ability only affects sanity losses, not sanity costs.

Torn has it exactly. Costs are voluntary. The ability does not lessen the blow when you spend sanity. The same thing applies to Michael McGlen, but spending stamina is a much more rare occurrence.
The character Daisy from Kingsport has a special ability that reduces spell sanity costs. The item Seven Cryptical Books of Hsan from Dunwich does that too.
