It's definitely not number 2.
Definitely not - Otherwise Steve would not even put his favorite character in the set.
Let me rephrase. Dunno how much I can say here, but I assure you it is not number 2.

Given that we've got Algol and Hilde, it might be another newcomer to the SC roster like Ashlotte (Please let it be Ashlotte? XD)

The lineup is very front-heavy (lal) right now - Tira, Ivy, and Hilde (kickass!) for sure. Then we've Nightmare (WOOOO), Siggy, and Algol (meh).
Odds of another female character in the same license for this release - probably not that great. Shadowar's got Astrid, Zi Mei, and Zhao Daiyu, to match Yi Shan, Rashotep, Temujin, and Lu Chen. But then again, we've no real confirmation of the Shadowar characters, just speculation - I seem to recall one of the newer rules pages (I think for Set 8's starters?) had images with Shadowar characters in them (I specifically remember Yi Shan fighting Zi Mei on the attack). It may well be that the other Shadowar characters will be new (Padma, Zi Ren [does he even count...?], the storyteller [forgot her name], etc).
Astaroth seems most likely to fill out the Soul Cal license...but with whom? Cervantes or Maxi seems very likely, or potentially Cassandra. Voldo is possible, though he seems least likely. But you never know, right? The uncertainty is part of what makes it fun =D
Ed: Just saw that post. LAL. Cervy is back. Awesome. But he's nonfoil again. Not as awesome, but I'll take it.

Possibly no Zi Ren, since he's dead. His daughter killed him.
Also we can p'raps look forward to Ragnar Giant's-Fist in a future release too.
