When a player wins initiative with multiple copies out, do they draw 1 extra card total, or 1 extra for each bay of ice? The wording makes me think it's the former but I'm not sure.

It's 1 card total, the effect on any 1 of the Bays of Ice require you to kneel all copies of Bay of Ice as the cost, so you can not kneel all copies multiple times to draw off of each one.

Kneeling the Bay of Ice is not a cost, it is an effect. However, because all Bay of Ice are knelt after the first one resolves, the remaining Bay of Ice can not successfully resolve the kneel effect (the kneel effect does resolve, it is just unsuccessul). This means the "then" effect of drawing a card does not initiate because the prior part was unsuccessful.
