When revealed, each player may choose and kneel 1 non- Army character with Military icon he or she controls. The character with highest STR knelt in this way claims 2 power.

I'm struggling with the timing of this Plot card. Does the first player have to choose if he's going to kneel a character before anyone else? If so, and the first player doesn't kneel a character, and an opposing player does kneel a character, does the first player get a 2nd chance to kneel a character, after an opponent has knelt a char ?

When this plot is revealed, the person whose plot this is must choose his character first, then clockwise around the table. If he chooses to pass, he doesn't get a second change to kneel a character after everyone else has chosen - this is because he has chosen (and he has chosen not to kneel a character).

Many other plots work the same way, they're just often not as relevant. For instance, Wildfire assault - the first person to choose his (up to) 3 characters is the one who revealed the effect, and then clockwise around the table. The later players could choosen different characters based on who the revealing player chose to keep alive.
