How do you resolve horror check with these monsters? All they have is a blue dash on the lower left.
Cultists, witches and maniacs have just a blue dash in lower left?
Blue dash means that no check is required

They just aren't scary enough to make you insane. Especially the witch, though you should have to make a Will check to avoid flirting with her.

More like Common Sense check. This is Arkham—you should not be flirting with anyone. Everybody and everything is out to kill you, and that is a proven fact. H.P. Lovecraft himself documented several reports of these phenomena, in a clever, tongue-in-cheek first person perspective.
It would have made more sense to me if there was nothing there then, the blue dash looked like a misprint. I might have assumed that when I checked which monsters had just the dash but when I saw that the maniac had it I figured there had to be some horror check with a freaking maniac.

Actually just the opposite. If nothing was there, you would think that they just forgot to print the number. It's much like when you have a bad waitress: Always leave a tip so they don't think you forgot. Just make that tip very small 
The fact that something is there reminds you that they didn't forget to do something and it is calling your attention to this brak from the norm.
