Hulking Brute's text states:

R Commit: After you play a foundation, draw 2 cards. You may not draw any more cards this turn."

My question is, if I were to play a foundation as a block, can I trigger Hulking Brute's R?

This is probably covered in the tournament rules, but a gentle reminder would be greatly appreciated.

yes, your still playing a foundation, just as a block.

you can draw your 2 cards from the played foundation

this includes Hugo's R and anything that triggers from a foundation being played. played as a block is still played.
