I'm new and when the Ion cannon card says (even a ship outside your firing arc) this means outside the arc facing forword, A 360 deg firing arc at range 1-2.Think this is right and I have not seen this question before.I think I am understanding it right.

Yes you are right, the turret are 360*, and range 1-2, but it's a secondary weapon, so it can't benefit from the bonus of distance, greettings.

When attacking with a secondery weapon, do we also prevent an additionnal defense die of being used at distance 3?

Yes. You will still get the extra defense die for attacking through an obstacle (ie asteroid) with secondary weapons though.
