No. Bringing a card out of Shadows - including an event - is not considered "playing" that card. So the restriction on "playing" event cards would not be imposed on bringing Shadow events out of Shadows.

Shadow events do have the extra stipulation that once they are out of Shadows , you treat them as if they had been "played from hand" (letting things like Paper Shield cancel their "Response: After this card comes out of Shadows…" effects), but you have to get them out of Shadows first. So the restriction on playing events from Calm Over Westeros wouldn't apply until after the card is already out of Shadows (and the cost paid.
