Brotherhood Agenda and Infamy

is it correct that both effects that direct power to characters instead on the house card are triggered passive effects and if the first player controls the infamy character(s) and is the Brotherhood player thus in fact decides where the power goes?

And if another player is the first player and let the infamy effect go first the Brotherhood player with infamy character(s) has again the choice, because he may but must not use infamy?

But, those technicalities don't really matter in this situation because:

The same sort of thing happens with Infamy and the Brotherhood agenda. The Brotherhood Agenda will always "block" Infamy, but Infamy includes a choice (putting the power on the House card) that would not "block" the agenda. As such, Infamy always goes first.
