Is it possible to use profane symbol with warp time by placing it on something another character can carry around? If so can the receiving character activate warp time whenever he wants or is it a one time use?

The "something the other character can carry around" is usually called "skin". Yes, you can use Profane Symbols to give another character the effects of warp time. However, this does not in any way delay the onset of the power or make it any less or more permanent than it would otherwise be. The marking psyker still has the drawbacks of sustaining powers when it comes to manifesting more while the recipient has to spend Free Actions to keep the power active (which usually translates to: Don't get stunned or go unconscious).

The classic combination for mid-to-high level characters is to go get a Greater Minion psyker and give it this power to cast on you whenever you enter combat.
