That's not entirely accurate.

If a plot has a constant effect, it doesn't have any point of initiation (a good example is Power of Blood). As soon as the plot is revealed, that effect is active. These are called "Constant Effects ", and for timing purposes, happen instantaneously.

If the plot has an initiation, even if that initiation is "when revealed", then it is a " Passive " effect (eg Valar). If two passive effects conflict - for instance, the "When Revealed" on "At the Gates" and on "Valar", the order in which they are resolved is determined by the first player.

You'll also find in there that in a melee, or i suppose a joust as well, First Player is the one who decided on the order that the passives resolve. This essentially means that if one of your opponants has a passive effect that would benefit you, the first player, to go off first, you can retain your first player status and still allow that effect to resolve before yours or any other.

It is true that in a Joust game, if one plot is a constant effect and the other is a "when revealed" (aka, passive effect), there is no "order" of plots. The continuous is "always" on and must be factored into the resolution of the "when revealed." So no, the First Player cannot make sure the Nobles die to Valar by choosing it "first" before Power of Blood turns on.

However, it may be a little short-sighted to say that "initiative doesn't matter" in a broad, general sense because being First Player means a whole lot more to the game then just deciding the order of "when revealed" plots.
