Mining Tunnels Required when a development is laid down?

When mining tunnels is played does the player have the option to not draw a card? Or only if they announce that they are using it? Seems to be worded a bit funny. To my knowledge actions are optional. But the card starts with "when" and there is no "you may" so we are just double checking.

Any help would be appreciated.

The answer is the same as to your Desecrated Temple question. ;) It's just a different trigger condition. You may only trigger the action after you've played a development from your hand, and if you do trigger it you have to draw a card, but you may simply choose not to trigger it.

All Action: s are optional, in contrast to Forced: or Constant Effects which always resolve independently and immediately. "When" tells you what the triggering condition required to play the Action: is, in this case when you play a development from your hand.

So if you have Mining Tunnels in play and then play a development from your hand, the triggering condition has been met for Mining Tunnels Action: and you can put it on the action chain if you want to. If you have multiple copies of Mining Tunnels in play, you can choose any or none of their Actions: to play once their triggering condition has been met.
