Sort of. They'll resolve in whichever order you choose.

Hopefully, that's in the order of The Price of Foolishness -> Reverse Flayer. Otherwise, it's kind of a waste of all that effort.

Yes. When you play the enhances, you create a floating ability (this is true for any ability that has a condition, "If this attack deals damage," "if this attack is blocked," "after you play an action card with a form ability"). Static text also works like a floating ability.

When something happens that triggers more than one floating ability at the same time (such as, two abilities that trigger "after you play your next attack this turn"), then the turn player goes through them all in any order of his choosing, then the opponent does the same.
