Maester Vyman and claim effects

By Kari, in 2. AGoT Rules Discussion

Maester Vyman reads: "Response: If it is not Summer, kneel Maester Vyman to cancel a triggered effect that chooses a House Stark character as the only target."

Can this ability be used to cancel a military claim effect from killing a House Stark character? From what I've read on other posts related to Vyman my thought is that it cannot, first because a claim effect is not a triggered effect and second because the claim effect itself does not "choose" a House Stark character, at least in the context required by the ability.

Thank you for your consideration!

Simple answer, for the scenario presented, no.

Claim can only be altered by things that specifically say "instead of…" or "cancel…" "…normal claim effects." The only things I can think of are murder events and/or character abilities that say to choose and kill after winning a challenge, or by kneeling someone, etc. (yes, I realize there are things other than murder for this argument's purposes, but I'm sticking with murder/mil claim). Remember, though, if it a passive, like Pyat Pree's text which reads "…instead of… choose and kill a character…", you cannot cancel it with Vyman, because it's not triggered.

The simplest answer is that claim is not a triggered effect, so it does not meet Vyman's play restrictions.

Thank you both!
