I dont think so because the cost of SOC has already happened and now just the floating effect is waiting to resolve. So charismatic should just be negating seal and no valid effect for red lotus to negat.
Intent doesn't matter. Red Lotus will stop Charismatic. It doesn't matter that Seal is no longer on the board. Because Charismatic's ability can destroy a card in your staging area, Red Lotus can always stop its effect (by the same token, it stops Amy's Assistance even if you have no assets for it to commit).

Well if thats true can red lotus stop it if your responding to a character ability with charismatic?

Now that i actually read it shouldnt it say non-character card.....as if you used it on a character card it wants to destroy it and you cant destroy character cards?
Unless could it destroy a stacked character say if you were playing yun-seoung*** and you played momentum yun-seoung to stack characters could charisma destroy the stacked character since its not your starting character?

Charismatic first negates the ability (including characters). Then it destroys the card in question. Since it doesn't specifically state it can destroy characters, it cannot.
However, since it is still an ability that *destroys* a card in your staging area, Red Lotus can *always* negate Charismatic (unless an ability preventing its use, like Lesser of Many Evils, is in effect).
very akin to why red lotus can stop amy's assistance, it has, in the ability, a part about messing with a card from your staging area. no matter if that part of the ability ever goes off or not, it can mess with your staging area so red lotus negates it
