I v played several games and found his ability of doing horror check only after a failed combat check is perfect. All other '7/3 combat type' investigators are no match to him since they have to keep their will high enough to pass the horror check first(which means their combat ability are always minimized).

Yeah, Hank indeed is the best monster whacker in town. Not so sure about your strategy of having investigators passing the Horror Check before entering combat: I generally tend to accept the loss of Sanity in order to clean from monsters the way for another investigator to any OW.
